It is a requirement that a provisional B.E.R. Certificate is furnished to the local authority prior to commencing a proposed development. A provisional B.E.R. is a certificate produced for a proposed new dwelling which can be viewed in electronic form on the B.E.R. Register, on the basis of a B.E.R. assessment of the plans and specifications for the building prior to its construction being completed. This provisional BER may be reproduced and issued by or on the behalf of the issuing authority in printed form. On the completion of construction a certificate of practical completion is issued assuming that no alterations were made to the provisional BER (i.e. the specification stayed the same), and then the practical completion certificate or the final certificate can be issued to the SEI.
